I can't download programs to this computer and I'll be damned if I wasn't going to make an animated stamp.
Why? I just wanted to.

To make this little stamp I converted the video from Youtube to a gif using: makeagif.com/
If you create a free account they don't watermark your image.

Then I resized it to 95 x 50 pixels using: www.online-image-editor.com/
Stamps are a fairly regulated size of 99 x 96 pixels when completed, so your inside needs to be smaller than that to fit in the frame.

Now this is where it gets complicated.

I then split the gif into separate frames using this site: ezgif.com/split
I did this because there is no free online photo editor that support gifs AND layers.  You'll need both where we're going.
So we have to be sneaky.

Now my 3 second gif produced 45 frames.
So if you're willing to trade gif quality for your sanity then I recommend you upload your gif to this site: ezgif.com/optimize
And select "Remove every second frame" from the drop down menu.

Now we can't stop here, this is bat country.

Next you'll need a stamp frame. Now you can either make your own, search "Stamp Template" on DA for some snazzy options, or just use this basic model: www.deviantart.com/art/Stamp-t…

Now I used pixlr.com/editor/ to open the stamp template and all of the gif frames. If you have a lot of frames you can open them in batches.
You just need to pull the gif frames bg image from the layers panel onto the template picture. It will appear as a new layer for the template image.
Then you simply pull it to the back and reposition it so that it fits neatly inside the stamp template.
Repeat for every single gif frame you have. Save in PNG to preserve transparency.

Done?
Okay, who's not dead? Sound off.
Now we're almost out of the woods, stick with me.

Next you go to this site: ezgif.com/maker
And upload your gif frames.
This site can support up to 50 files at a time, up to 5mb. So as long as you don't exceed that file size, you can always save your gif and reupload it as a new file if you have more than 50 frames to upload in all.

Okay, time to tie up loose ends.

Your gif might not run at the correct speed to the original video at this point, but we're going to fix that.
But it involves math.
I suggest you use the buddy system.

Okay. As an example my original gif was 3 seconds long and 100 equals 1 second in gif time. So to figure out my gifs original frame rate I divided the length of my gif (3) by the number of frames I had (45). This gave me 0.006 repeating, or 6/100. So to restore my gif to its original frame rate you would simply put in a delay of 6 into the input box.
I actually wanted my gif slightly slower so I used 10.

And we're done. Congratulations, you made an animated gif online.
And it only hurt a lot.

Now, you guys might see this as a gif of Ariana Grande, but for me it's so much more than that.
This gif represents tenacity and a can do spirit.
